Can I eat less and skip the exercise some days?

If I am allowed for example 1400 calories each day on the basis that I work off 200 through exercise (leaving 1200), can I instead eat only 1200 calories on the days where I just have no time to burn off the 200?

Yes, essentially you can, though of course this shouldn't be your common practice (I know it isn't, but I'm just making the point).

Whilst you have asked this question it's a good time for me to reiterate the general concept that if you eat all your calorie allowance you'll only lose weight at the recommended rate if you ALSO use up the calories we suggest in exercise, which should be over and above your basic, subsistence level of physical activity. If you use up more calories over and above those we suggest you have the choice of "spending" those on extra food, or not eating more and losing weight at a faster rate, I hope that make sense, but shout if if it doesn't!
